I have just moved into a new appartement. I paid a deposit, aswell as one month of rent. There are some open holes in the walls where cold freezing air is entering the appartement. As a result, I have to use the heater constantly, which is expensive. Furthermore, heating in one of the rooms doesn't work at all. The owner says he will fix it, but he never does. I wonder if it's possible to get the deposit back and cancel the rent agreement because of these problems?

If the owner has accepted his responsibility to fix the problem and then fail to do so, then it might be possible to cancel the rent agreement and get the deposit back. However, this will also depend on the severity of the problem for you as a tenant.
