It is the most likely answer to your question. It is obvious that there are at lot of considerations to make before one may state that an action is illegal. There are comprehensive rules regarding both traffic and transportation of goods and people. The main argument against your intentions, is that you will have some benefits/earnings from the rental business, and it will not be devided or separated from the physical work that you will perform to be able to rent out the car. I.e. you are performing transportation of persons which you will need a licence to perform, if it should be legal.
